Federal Highway Administration Assigns Fluorescent Pink for Incident Management

Effective December 22, 2003, The Federal Highway Administration (FHWA) updated the Manual on Uniform Traffic Control Devices (MUTCD) to include many changes. One significant change is the assignment of the color “fluorescent pink” for use to manage unplanned traffic incidents.

The updated MUTCD includes a new section, part VI, Chapter 6I, “Control of Traffic Through Traffic Incident Management Areas.” A traffic incident is defined as “an emergency road user occurrence, a natural disaster, or other unplanned event that affects or impedes the normal flow of traffic.”

By employing a color not used for any other purpose, fluorescent pink roadway devices will signify to motorists that something out of the ordinary is ahead and to expect that emergency personnel may be in the roadway and that traffic flow will change.

The new section divides traffic incidents into three general classes, based on duration. Each of the following three types of incidents present unique traffic control characteristics and needs:

A.  Major – Expected duration of more than 2 hours.
B.  Intermediate – Expected duration 30 minutes to 2 hours.
C.  Minor – Expected duration of less than 30 minutes.
